Sebei Youth Whistleblowing: Confirmed Cross-Border ID Registration in Uganda–Kenya Border Areas

The Sebei National Youth Movement is issuing this official statement regarding serious concerns reported by communities in Bukwo, Kween, and Kapchorwa districts over alleged cross-border identity registration activities taking place in parts of the Sebei region.
These concerns have been reported in several locations, including Cheminy, moyok, and Tuikat, (Kween District), Chemwania, Kapkores, Bukwo Town Council, kapkoloswo, and Chepkwasta among others.
As a movement, we remain committed to fair, transparent, and lawful democratic processes, and we strongly emphasize the protection of citizenship rights and electoral integrity in all countries.
Community Reports and Field Observations
Community members across affected areas have raised concerns and shared observations regarding activities they believe are linked to the registration of individuals for Kenyan national identity documentation.
These reports include:
- Observed registration activities in multiple border locations
- Movement of groups conducting structured field operations across villages and trading centers
- Collection of personal information from local residents in different communities
The Sebei National Youth Movement is currently compiling videos, photographs, and field documentation from these areas as part of its ongoing monitoring and fact-recording process.
All collected material will be handled responsibly and may be submitted to relevant authorities for formal review and investigation.
Concerns Raised by Local Communities

We urgently call upon the relevant authorities, including:

- Local government leadership in Sebei districts
- Regional oversight and human rights bodies
to immediately investigate these reports and establish:
- Whether any official or unofficial registration exercise is taking place
- The identity and authorization of individuals involved
- The legal basis for any such activities
- Whether proper procedures, consent, and national laws are being followed
Transparency is necessary to protect border communities from misinformation, misuse, or exploitation.
